The Collaborative on Health Reform and Independent Living (CHRIL) is a Disability and Rehabilitation Research Project (DRRP Grant # 90DP0075-01-00), funded by the US Department of Health and Human Services’ National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR). It is comprised of a group of academic researchers and disability advocates committed to responsive public policies for people with disabilities. The CHRIL’s mission is to provide disability stakeholders with accurate, current, accessible and actionable information on how changes in US federal health policy, such as the Affordable Care Act of 2010, affect community living and participation for working-age adults with disabilities.
The CHRIL is a highly productive research project. Over the past 4 and half years, our team has published 23 peer-reviewed journal articles, 5 fact sheets, and 4 reports on health policy and disability. We have also conducted 52 scientific conference presentations, 6 webinars, 4 policy workshops, and produced 3 online RapidCourses. In 2018, we started a postdoctoral training grant in health policy for scholars with disabilities. We also developed and administered two large web-based national surveys of adults with disabilities, the National Survey on Health Reform and Disability (NSHRD) and the National Survey on Health and Disability (NSHD). These unique surveys pose a variety of important questions about health care, health insurance and health outcomes for people with disabilities.
Nearly all members of the CHRIL team have disabilities, and most of us have been personally and professionally involved with the independent living movement throughout our adult lives. We care deeply about disability rights, and believe that rigorous research can inform the development of better and more responsive disability programs and policies.
Our institutional members include: Washington State University (WSU), Independent Living Research Utilization (ILRU) at TIRR Memorial Hermann, University of Kansas (KU), and George Mason University (GMU).
Our strategic partners include: National Council on Independent Living (NCIL), American Association on Health and Disability (AAHD), Association of Programs for Rural Independent Living (APRIL), Disability Research Interest Group (DRIG) of AcademyHealth, and The Urban Institute.
